Swinging lower leg problem

My immdiate response would be the same, yes, no stirrups.  But I would add to that:  posting the trot for a length of time and also jumping (low jumps at first)  without stirrups
Lengthen a horses stride over fences.

My suggestion would be to do a lot of grid work i.e. bounces, one stride and two strides.  These will strengthen her balance and give her some stride control.
Equitation

First off I would recommend working on the rider being conscious of her shoulders being over her hips while in the saddle.  Meaning while  in balance seat position.
